How to shop for the right Motherboard?

Hi all, this is my first post. I have a computer I am building from leftover parts of an older computer but with new case etc. I know that all of my parts like; RAM, Hard-Drive, PSU, Graphics Card, CD-ROM Drive, Network Card etc work. I am pretty sure that my CPU is good but I'm not sure. Anyway I build the computer but the mobo is not recognizing the video card, hard drive, cd rom drive or anything. So i believe that the mobo is bad.
Do you know of how to troubleshoot this or help me find a resonable motherboard with AGP/PCI-E slots and with these specs.

Intel Pentium 4 (Prescott) 3.0GHz/800MHz CPU
Western Digital 160-GB 7200-RPM 80GPP SATA Hard Drive
ATI Radeon 9250 -PCI
Sound blaster Audigy SE
