RMA = Return Material Authorization, In other words send the card back for a replacement.
Normally the Bios will see the installed and enable it on it's own unless there is a problem with the card or the board if you have any other PCIe card you could test by installing it and booting if you see a bios screen then the board is good and the 9600 card is bad.
There are cases where you have to enable it in the Bios but usually only if it had been disabled previously or sometimes just a bios cliche but you have set it for enabled.
