Only their ISP can do that, and only with that provider, by checking traffic logs. (or hacking someones isp lol)
The only other way i can think of (right now) is to steal someones HTTP_Cookies that contains records, history, data, of web sites one has visited. But that sounds malicious.

What I meant to say was that you know how colleges check your online activity before you can get admitted to that college, well, can they look up wich websites you've been to. FYI, I'm not a hacker!
