Your Counter-Strike constant fps setting is because you have Vertical Sync on that is why you get always 60 fps. To get more FPS you need to turn off Vertical Sync. To fix this:

Assuming you have Vista:

(This is Normal View)
Start Menu > Control Panel > Additional Options > Nvidia Control Panel

(This is Classic View)
Start Menu > Control Panel > Nvidia Control Panel

When you get into Nvidia Control Panel you want to click on Manage 3D Settings. On the block to the right you will see several graphics options and a way to switch between Global Settings and Program Settings. You want to go to Global Settings then Scroll all the way down till you see Vertical Sync and change it to Force Off. That should fix your Counter-Strike Problem.

The other thing you could do is when in your Nvidia Control Panel you click on Manage 3D settings, on the block to the right go to Program Settings, Click On Add, Find your Steam folder and then find hl.exe and then you can turn it off for that specific program.

The first way is easier and the shortest. Hopefully that will work for ya.

The WoW issue I don't know because I don't play WoW but then again just turning off the Vertical Sync might fix that too.
