Knackered USB bus? Possible solution?

A friend of mine is complaining that her pc often won't recognise usb flash drives. The shop is refusing to admit a problem, because it's intermittent.

Anyway, I'm getting her to check whether it's ALL the ports that are affected (if at least 1 is ok then she can get a hub). But failing that, how about a new PCI usb card? Sounds like an inexpensive solution.

Any other ideas about what the problem might be and how to solve it? Could it be that the bus itself is knackered and a new card won't solve it at all?
