Usually (Depending on your ISP), it may cost nothing. BE NICE and throw the person a TIP! But if you have already had this setup (Down Stairs) they will charge you MORE to ADD the extra LINE and MAY charge you
You would have to with your check your ISP.

If you did it yourself and HAVE along enough cable (UNDER 100 Feet) you could do it cheaper ( A hole in the cieling and electrical staples) A PRO (or ISP) may charge you alot, but if you are constructive and had a long enough CAT5 cable you could do it yourself.
Just plug in the cable to the router and run it to your PC upstairs.

The only other option you have is to put in a WIRELESS PCI CARD in your NEW Gaming machine, but again you will have LAG.
