Its probably not malware but sounds like maybe a phishing, carding fraud scam. It's a possibility that it could be a ''infected URL'' but it sounds a lot like a phishing scam, set up to steal paypal credentials
And btw Phishers are Scam fraud methods, used to decieve people on fooling them into believing a login page, is legit, when it's set up to steal account information.
I know a lot of Skids who use phisher notes.... which are phishers of many types of scams, using botnets, to send/relay out to a wide range of EMAIL ADDRESS's trying to score people accounts, or money.
