I read your other newer post and thought I would mention something. First of all, regardless of how many times you have done this, go to Start, Control Panel, System, Hardware, Device Manager....Expand the Universal Serial Bus Controllers:
To double check: Click on update driver for each item under Universal Serial Bus Controllers
When that is done if you get no results....you need to know that sometimes windows can shut down those devices to conserve power.
So, Go to the USB root hub entries, right click, select Properties, Management, and unselect "allow Windows to shut down these devices to conserve power" (may not be worked exactly like that)
Do that for all entries for USB root hub and then give it a try.
