Are you downloading Combofix to the thumb drive, Combofix does not support Windows ME. If you are downloading to the thumb drive and problem persists, try asking friends or family if you can use their computer to download Combofix.

Using the infected PC, can you go into safe mode with networking;
DO NOT use msconfig to get into safe mode with networking as it may cause you`re system to loop.
