You are only considering the case where the newcomer scores more than the previous test takers. if, suppose, the first one scores 6/15, the second scores 8/15, the third scores 9/15 and the fourth scores 8/15.
the second one gets 0%, while the fourth gets 25%, although their scores are same. you are only considering one case, not the other. their are chances for both.
if many people have taken the test, the effect will be diluted, as you said.
