Cool BSOD STOP: 0xB4 VIDEO INITIALIZATION FAILURE

exact same issue/symptoms:

Dell Inspiron 6000 laptop
800mhz clock, 2948kb cache, Pentium M 06D8
Bios Version A07 (06 27 05 - probably outdated)
1gb ram @ 400mhz DDR2 SDRAM

ATI Mobility Radeon x300
video bios 001.001.008.017.192.067

Windows XP Professional. It loads safemode til it needs the video driver. I tried using the Dell recovery cd as well to load Windows setup and repair.. .a well as recovery console.. neither will load. I guess it's time to break out the ole win 98 boot disk and start replacing drivers but where should I start?
