Sorry, but the site you show illustrates the same thing, a plain punch-down jack. I have several in a drawer here from my wiring job, there is no active circuitry on the PCB, it's just used to make connections from the wire terminations to the jack soldered to the board. In addition, your pictures show only the two wires fro the phone line coming in, so there's no way any information would be leaving the jack, where's it going to go?
IMO, your security issues have nothing to do with that jack, but more to do with the sites you visit, and the security applications you run.
I don't have a way to change my IP address, other than powering down my gateway for longer than the ISP lease time. I can also go into my Verizon FiOS supplied router and release the IP address, wait some and renew it. That will sometimes change the address.
There is no earthly reason that changing your address will add anything to your security anyway. Hackers don't target a specific address, they scan thousands of addresses in an address range.
