RJ-11 & Dynamic IP with AT&T UVERSE

I have AT&T Uverse Internet

I have two quesitons, first is there anything special about the RJ-11 jack that was installed in my house or will any RJ-11 jack work? I took a look inside and found a computer board, which doesn't make any sense to me, since the electronics were supposed to be in the RG. Could this be the cause of communication problems I have been having?



Second, I have had the same IP address for months. I was told that the RG constantly changes for enhanced security initially, then I was informed that each RG has it's own IP address and replacement of the RG is the only way to get a different IP address. Do you all have a Static IP which is referred to as Dynamic? Or do any of you get different IP adresses, ocassionally?
