Seems like the mainboard is fried or the BIOS corrupted.
Let's reset the whole mainboard first:
unplug the power cord from the PC;
holding down the power button for over 20 seconds and press a few time after that; this will discharge the whole system with any static left;
remove any unnecessary devices like addon cards...etc and leave basic devices to boot;
power on the PC again and see if works.
If not, I wonder how long you have the mainboard, may be need to check the capacitors for any leakage.
Reflashing the BIOS maybe a good try but remember to back up your current BIOS if you really need to do so.
