Ok, you're saying when you open Task Manager one explorer.exe is runniing but you can start a new explorer.exe process? See if the following will help correct this.

1. Double-click on My Computer
2. Click Tools>Folder Options
3. Click View Tab
4. Uncheck "Launch Folder Windows in separate process"
5. Click OK
