Laptops are usually set to boot from the CD drive. Have you tried booting with the CD in the drive?
If not , can you get into the Bios and then set it to boot from the CD?
Try looking on the bottom of the comp to see if there is a re-set button,(some do some don't).
Laptops usually don't have the option of SAFE mode enabled, if you can get into the Bios look for the Safe mode option and enable it. If that works just remember to disable after other wise it will keep booting into Safe. Good luck!
