Any progress yet Delanna ?
What happens exactly when you go start, run, type MSinfo32 and press enter ?

"C:\Program Files\Common Files\Microsoft Shared\MSInfo\msinfo32.exe" Isnt that file there ?
Is this file present ?
C:\WINDOWS\PCHealth\HelpCtr\OfflineCache\index.dat
