It really sounds as if you aren't getting enough cool air inside the case.
What kind of case do you have this in? If you didn't build this one what's the model of the computer?
Not sure what you are talking about with fan speed. Can you see the speed of your case fans? 3400 rpm is pretty high these days on a cpu fan (cheapest fan on Newegg runs as high as 4000rpm) so it is probably running at it's fastest speed possible.
What heatsink and fan did you purchase?
