is this a MB problem?

I have been having heating problems on one of the comps in the home, the cpu and southbridge are getting temps of 75 celcius under full load, i checked the fan speed for the cpu and it was showing at 2740 rpm at idle as well as under full load, i replace the heatsink and fan with a new one, and the new fan was showing speeds of 3400 rpm at idle, put the comp under full load again and the temps also went through the roof...fan speed never increased from 3400 rpm

would there be a problem with the MB not to increase fan speed as the work load increases?
