Question Air Cooling my CPU

Hi All,

I have a PIV HT 2.8GHz CPU on which I am using the stock fan cooler (which i must say is inadequate)..I have recently purchased a Cooler Master Vortex cooler which has 4 pins but my board (865GBF) has only 3 pins...the cooler runs only on default 1500rpm whereas the booklet of Coolermaster says it can go upto 3000rpm...HOW DO I TAKE IT UPTO 3000rpm..plz help.
