so you mean even if you have changed to Normal Startup in MSCONFIG, you still get into Safe Mode automatically during boot up?

You can also try this:
  1. Go to Start, click Run and enter MSCONFIG
  2. Select the Boot.ini tab
  3. Select the appropriate entry under Operating Systems
  4. In the Boot Options section, uncheck /SAFEBOOT option
  5. Click OK
  6. Reboot
