That's ok. I was checking your rar file for viruses and thought I'd extract the images to save everyone else doing it.
Welcome to the forum. I don't use Outlook, so I can't offer much help with this one, but hang on for some more replies and we'll get your problem fixed as soon as possible.
If you've set up POP and SMTP correctly, then it could be that Outlook is not compatible with your version of Windows. Have you considered a different email client like
Mozilla Thunderbird?
