The PSU is a Win Power ATX-450

Im just about to try the other suggestions, alough i do not think it will make a difference as i have Flashed the BIOS which effectivley resets it anyway, but there is no harm in trying again.

EDIT: (the edit button was there this time) No, still will not work, any more ideas?
