When you say that the recovery discs don't work -

Do you know if they are loading when the pc boots-up (i.e., does it appear that the DVD is running)? Or do you know that the DVD(s) are bad?

Have you changed the BIOS setting to tell the pc to read from the DVD 1st before the hard drive (during boot-up)?

For BIOS change, hit F2 or F12 repeatedly during boot - make the change to place DVD 1st. Here is a screen shot of BIOS setup from an older system (< Vista):
