When you create your scope for the local users, did you specify what card to listen on? The card that controls your local lan would be something like 192.168.1.10, and your DNS zone should be configured to listen for requests on 192.168.10. Sounds like the DNS is set to listen from all cards including the internet one. So when you disable it, you force the system to listen on the other card.
