Problems with Dell and HP Laptops

Hi, I have a couple of questions and if anyone can help I'd be eternally grateful.
I have a Packard Bell Easynote Argo C2 laptop from a friend which to all intents and purposes is dead in the water - no lights, noise or anything. I've checked the power adaptor (by replacing it with a good one and using it in another machine) and no probs. there. I've tried removing the battery and holding the switch as I read somewhere else on this forum and zilch, and I've checked the RAM and removed the modem - nothing. Should I give up at this point and call it quits or is there anything else I can try? Also, I have a Dell Inspiron 8200 given to me as a present - it works fine, 'cept that when you turn it on it gives an error message about the power adaptor not being strong enough and saying that it will run only in "optimized mode" whatever that is. Any ideas? Thanks in advance for any help.
