First of all, for better operation, make the Hard Drive with jumpers set to master and the cdrom set to slave. Put the master on the end of the ribbon cable and the slave in the middle of the ribbon cable. Third issue, make sure you are using an 80 connector cable and not one of the old 40 connector cables. You must partition and format this drive for it to work properly. If you can't accomplish this through windows, then download and run the Seatools utility from Seagate. Free program and it works.

Have you tried opening the Start, right clicking My Computer, selecting Manage, Then disk management, then finding the drive there after it populates the list, and selecting Format. If not, give that a go and see what happens.
