I would try power on to ground and then psu on to ground, but that would be Doc Brownin' it.
it's short the green wire to any ground to turn the PSU on. Just use somethign insulated to touch.

For proper support: what are you running? video card, cpu, m/board, ram, power supply, brand, wattage, any error message?
PCI-E requires 26 amps at 12 volts. That's a 650W PSU.
