Cool Change Default Shutdown Option??

In Vista Ultimate, classic view, when I go to perform the normal shutdown, I get this little menu, with "Sleep" as the default setting:

I'd like to change that, probably in the registry, from "Sleep" to "Restart".
To restart the system is the only reason I ever go to that menu.
To just shut down the system, I use a shortcut Icon on the Desktop.
I would NEVER want to put the system to Sleep.

Any ideas would be welcome. Maybe even a script?

Thank You,
The Shadow
