Before buying anything, try running your hard drive on the secondary IDE slot using that same cable. If it boots normally it's your DVD burner.

To test your DVD burner, try running it as a slave to your hard drive on your Primary IDE slot. If it runs smoothly chances are it's your cable.

Remember on some BIOS the IDE controllers may require you to use either Cable Select as default setting on your IDE drives.
