FPS Spikes

I'll start off with CPU specs.

- Power Supply : Not sure.
- Motherboard : ABIT KD7-S
- CPU : AMD Athlon XP 2600+, 2.08 GHz
- RAM : 1GB
- Video Card : NVIDIA GeForce 6600 GT
- Hard Drive(s) : 60GB
- Operating System : Windows XP SP2

Although I know that the problem I am having has nothing to do with my CPU.. but I'll go on.

Alright, well, the problem started about 3-4 months ago. I really didn't care because CS1.6 wasn't really what I was interested in playing at the time. I had ventured off to WoW and such, but we'll not get into that.

The problem is that about every minute or so, my FPS with drop down to 20-30fps from 90-100fps for about 1-3 seconds. Also, my latency will spike to 90-120 from 20-45 (depending on the server location).

This ONLY happens in CS1.6/DPB/Other Steam powered games. I can run BattleField 2, World of Warcraft, and any other games on my computer perfectly, which is odd, because HL1 games are much older.

I have not updated drivers for a longggg time. I have ran SpyBot, HiJackThis, etc. I have not made any changes, etc. etc. I have even made sure that nothing un-needed is running in the background.

The problem has persisted for the time span of 3-4 months and has been very annoying. I have also tried turning vertical sync on/off, and it has done nothing.

Any assistance would be GREATLY appreciated.
