It sounds like you have altered, moved or deleted one of your system folders located

C:\Users\Username

If one of the folders here are altered in any way it effects all of the folders in the user folder. This is mainly because they are all interlinked, unfortunatley performing a system restore doesn't work because it only effects your settings and not the folder.

I have done this myself before and i dont know of anyway to rectify this apart from reinstalling the OS

If any one else knows how to rectify it they are more then welcome to post the procedure
