Do you run PeerGuardian by any chance? This has been known to interfere with steam's update and communications servers, and might have fudged your install with an update lag or something.

Barring that, I would uninstall again and see if there's any settings saved from steam in your 'documents and settings' or 'application data' folders- this sort of thing has caused me similar problems in the past that were remedied by deleting the programs' entries in these folders.

You might also want to try a registry cleaner, like the one that's included with CCleaner.
