Ok, if you are using Ubuntu, then you can go to the applications tab > Accessories > Terminal. If you have another distro, then i would look where all your programs are listed, and find one listed teminal. Or try doing a search for it.

As for why you cant download anything, I am guessing that you have gone through the basic steps of checking your connection, and you apparently can get online. Have you tried to add any programs from like an add/remove list? This will have to download files from the internet. If this doesn't work, then i will have to come up with another solution.
