Welcome to the Tech Support Forum - Vista Support!
I suggest that you download a fresh copy of Atomic Clock Sync v3.0 from HERE to your desktop. Then right-click on the icon; select Run As Administrator and try the install again.
Prior to the installation attempt again, be sure that the following is adhered to per the IMPORTANT NOTE area of Atomic Clock Sync 3.0:

No patch would be needed as it is apparently compatible with Vista x86 (32-bit) systems - but not Vista x64 (64-bit system). Ar you running a 32-but Vista system?
