[SOLVED] Problems keeping my CPU cool

I am sorry if this is in the wrong section. Please move it.

Ok well. I have a Intel Celeron D 2.80GHz(not that great I know) on a ASUS p4p800-x mobo. I just upgraded my Heatsink to a Zalman CNPS9500 (Link: http://www.silentpcreview.com/article267-page1.html ) It was supposed to be a great heatsink and i think it is... but its not keeping my CPU that much cooler. I was reading reviews that said it keeps their CPU down to like 15-20 degrees celcius... Its keeping mine down to like 45-50 degrees celcius at idle. I am using Artic Silver 5 thermal paste. I read that it was good... but im not sure now. I know i put the right amount on... ALSO. my Zalman heatsink came with the thermal compound. Shall I try using that instead to see if i get better results?

and yes my computer is in a well cooled room. and I do have plenty of aim flowing through the computer.
