Grin External DVD Writer

I have the Compaq Presario R4000 laptop. I noticed whenever I use an external DVD USB 2.0 writer on my laptop computer, it only burns at 4X. My laptop does have USB 2.0 ports. I read posts from other websites saying that it's impossible to get external DVD USB 2.0 writers plugged into laptops to burn at speeds greater than 4X. Is this correct? If not, how can I get the external DVD writer to write at speeds greater than 4X for DVD +/- discs. I'm using Verbatim 16X discs.
