New guy seeking help, high packet loss DSL

Hey all, I'm getting high packet loss on my DSL line for about 2 weeks, I have contacted my ISP they said the local terminal had electrical problems and it has been fixed but I still have severe spikes every 2-3 minutes.

Basically I have a PingPlotter attached and I know where the problem is , starts right on the 2nd hop, what I'd like to know is if anyone can give me advice on what to say to my ISP, they've basically been blowing me off about the packet loss because the connection isn't dropping.

If you want/need any more info just ask, I'll give whatever answers I can
