I have tried resetting all the jumpers and pulled the battery with little success. I think I am just going to get a cheap Phenom set up and call it a day on this.

I checked the CPU and the heatsink and the CPU were really stuck together and the paste had become quite tacky, so I think that may be the culprit (too much heat when windows kicks in). Fine temp at bios and pre-loading stage and then when it is actually in use it's getting too hot.
