The solution might be approximately the same as for service pack 2 when you installed it because the new service pack 3 like other service packs removes all older service packs and also all of the windows updates and then re-installs all of them all over again and undoes any fixes that were previously done by Microsoft released a fix -

I did a search for the above error fix for SP3 and found nothing, your best bet might be to call Microsoft
