If you can let me know the make/model of your PC or server running Windows 2003 server, I might be able to prevent you from having to re-install from scratch. If this has always been a problem - then re-installing the OS isn't likely going to solve anything.
This could be an issue with your PC's BIOS version or BIOS settings related to ACPI features. It could be a buggy driver. It could be that Windows has been installed with the wrong HAL. There are other possible causes as well.
More information - i.e. make/model of your PC/Server, Version of MS Server 2003 you're running (SP1, SP2, etc.) as well as an explanation of WHEN this problem started (i.e. always a problem or recently started happening) would help me better assist you and possibly avoid having to reinstall from scratch.
