Direct X issue with Direct3D

I keep getting "Failed to create Direct 3D device" errors everytime I try to intialize a game. It has been suggested that I uninstall Direct X and reinstall it? SInce it is not in add/remove programs in control panel how do I remove the current version of Direct X? I have already have the newest version of video driver and have installed and uninstalled it. I recently reformatted because I got a new HDD and just reinstalled my games(RCT3 and Sim city 4) I am currently running Direct X 9c Can anyone help? please..I miss my games.
