Port 23 is the default for telnet, you may have a typo or something in the cmd. Port 25 is SMTP which is not the issue since you are able to send. Not being able to receive can be many things: IF it is a fully functioning domain which is routable to the internet, you will need an MX record configured at your hosting provider, and on your home server. Or, IMAP may need to be started on your server. Give a little info on what kind of an environment you are in there.
