Try manually accessing the Vista PC from the XP PC by going into Windows Explorer and typing //192.168.123.149 in the address bar. See if this brings up any shares. Visa-versa, try it the other way around from the XP machine by going to //192.168.123.148.

I would enable Netbios over TCP/IP on BOTH PCs as this is how Windows Networking advertises the PC's names.

Just for testing purposes, disable all adapters that you're not using on both PCs. Make sure you don't have "dial a connection" enabled under IE's Tools, Internet Options, Connections tab.

Try pinging the other PC from a command prompt on XP PC (Start, Run, command, ping 192.168.123.194 (the vista pc).

Try this stuff and let me know what happens.
