ok i tried both ways. going in safe mode it wouldn't let me do anything and said it couldn't run when it was being used and if I wanted to schedule.

Then I went step by step going into the command prompt per your instructions and everything seemed to work great, that is until I hit restart and it went right back to the same black screen with the loading bar at the bottom.
