Sorry if this is an obvious question - but did you remove the flash/removeable drive and attempt to reboot? Have you tried bringing your PC up in Safe Mode (Press/Hold F8 BEFORE Windows starts to boot and pick "Safe Mode" from the menu).

With the flash drive(s) removed, boot, press/hold F8 and try "Last known good configuration".
