Go to Control Panel > Display > Appearance tab > Advanced button, and select a larger font for each of the items in the Items dropdown menu.
You can also change the font size in the Appearance tab from Normal to Large.
A third way to increase system font sizes is Control Panel > Display > Settings tab > Advanced button > General tab > DPI setting. Change from the default Normal (96dpi) to Large (120dpi) or set your own custom size.
If you're not a gamer, but will be using the monitor for reading documents, you can reduce eystrain by choosing a soft colour scheme and by lowering the brightness/contrast setting using the monitor's buttons.
