Hello, how can i optimize my new build please?

I am good at assembly, and did some hurried research to put this system together after my Dell Dimension 8200 just couldn't keep up with The Sims for my daughter. This is what i bought and put together and installed Vista 64 bit. Box - Antec Sonata 3 ATX 500w case, motherboard - Gigabyte-GA-E35-DS4 775 P35 ATX, Intel Q9450 Quad core, 8GB of Corsair xm52 6400 DDR2, videocard - Sapphire-HD3650 512mb-DDR2 PCIE, Plextor 750A DVDR/W transplanted from the Dell, and a new Samsung multi-drive DVDR/W, HD/Blu-ray player. I was told that this board and chip combination can be overclocked to run at 3.0 ghz, and 1333 fsb. The memory will support up to 1600mhz. Question is, how do i overclock, and stay within a long LASTING setting but run at performance. I will spend what is necessary to optimize. Thanks for the help.
