Tell your friend to read the instructions. His method is as bad as having no thermal paste at all, and can lead to overheating and permanent damage.

You need to apply a tiny amount of Arctic Silver, then spread it over the CPU until you can barely see it. The purpose of this is to fill in the microscopic grooves on the CPU to allow better surface contact between the CPU and heatsink.

Installing the latest DirectX won't slow down your games. Did you reboot after installing? How much free hard drive space is there, and have you defragged recently?

Your last Everest screenshot shows no problems with the temperatures and voltages if it was taken during gameplay. If that was the only one you'd posted, I'd say your PSU and cooling system were working fine.
