Try this
Press Start/All Programs.
Click Accessories and right click the Command Prompt and click “Run as Administrator”.
Type
net stop cryptsvc
Wait for the service to stop.
type cd\
Enter.
this should take you to the C prompt.
Type
cd windows\system32
Enter
Type
ren catroot2 catrootold
Enter.
Reboot
